  30. Of course they do. If a lower court judge makes a ruling that is completely antithetical to an appellate court (or state/federal Supreme Court) then they can be appealed and overruled. Do some judges do it anyway and get away with it because they know the parties probably won’t spend the money to appeal? Maybe. But yes, lower court judges are bound by precedent.
