I always collapse everytime someone says she did nothing for the roads, dude the state house and Senate make the bills then she signs them into law, Republicans could make a bill right now, pass it with overwhelming partisanship, and then she would sign it to make it law.
Why can't a Dem propose the bill?
Any house member can sponsor a bill, it's not about who's sponsoring what, it's about which party has majority control, because of current political environment, votes for bills almost always come down to party lines.
