I had a shitty smart TV that did all sorts of weird shit and I just don’t want one but I’m noticing that’s not a thing anymore. Not sure why every TV has to have an OS but whatever.
It's not a "TV" but the Aorus FO48U 48" 4K OLED gaming monitor is on sale for $800 on Newegg. If I were in the market for a screen that size I'd jump on it. Only issue I'd have w it would be is that it doesn't support ARC or eARC.
Why would it be crashing? I think there is another problem you need to solve here.

You can’t get a 4K non-smart TV now. Just get a smart one and don’t connect to internet. That’s what I do
A computer monitor.
